Many cities and towns in the UK now use bus lanes to aid the flow of public transport. Many of these lanes carry fines and penalties if unauthorised drivers use them.

We’ve received queries about these fines and whether they can be disputed. While it’s not something we can help with, we set out to uncover the true extent of the fines issued by councils and which areas are hotspots for fines.

How We Conducted Our Research Into Bus Lane Fines

We have recently received an influx of questions from drivers across the UK who have been fined for travelling in bus lanes that they were unaware of. So we set out to investigate all the bus lanes in the UK’s major cities as well as the worst offenders for fines.

Personal Injury Claims UK sent Freedom of Information Requests to every UK Metropolitan District Council as well as every London Council to find out how many fines have been issued in the last 12 months and exactly where the tricky bus lanes are located.

We asked for the number of Penalty Charge Notices (PCNs) issued by each council in the last 12 months, between April 6, 2023 – April 5, 2024. We also asked for the exact location of all the bus lanes where fines were issued and the amount of fines handed out to motorists.

Knowing where the prohibited lanes are can help drivers avoid an often hefty fine which can reach up to £100 in some areas of the UK.

Manchester City Council

Manchester Council has issued an eye-watering 227,196 bus lane fines to motorists in the last 12 months, raking in at least £6.8 million. 

It is the highest number of bus lane fines issued to motorists out of any other Metropolitan Council in the UK. 

Figures obtained by Personal Injury Claims UK revealed the number of Penalty Charge Notices (PCNs) issued by Manchester City Council amounts to at least £6,815,880 – providing drivers pay the minimum amount of £30.

The standard bus lane fine in the city is £60, but it is halved if the charge is paid within 14 days. If the PCN is not paid within 28 days, the charge goes up to £90.

Manchester City Council revealed that between April 6, 2023 and April 5, 2024, a total of 77,987 drivers failed to pay within 28 days – therefore, likely paid the hiked £90 fine.

The council issued the most fines out of any other Metropolitan District Council in the UK across 25 bus lanes in the city.  

The majority of the fines were issued for Bridge Street West Bus Lane (towards Salford) where a total of 66,996 Penalty Charge Notices were issued. 

Oxford Street (Whitworth Street West To Chepstow Street) was the second biggest culprit for bus lanes fines in Manchester, with 44,664 PCNs handed out in the last 12 months.

Sheffield City Council

Sheffield Council has issued an eye-watering 118,953 bus lane fines to motorists in the last 12 months, raking in at least £3.6 million. 

It is the second highest number of bus lane fines issued to motorists out of any other Metropolitan Council in the UK.

The number of Penalty Charge Notices (PCNs) issued by Sheffield City Council amounts to at least £3,569,590 – providing drivers pay the minimum amount of £30.

Sheffield City Council revealed that between April 6, 2023 and April 5, 2024, a total of 24,368 drivers failed to pay within 28 days – therefore, likely paid the hiked £90 fine.

The council issued the second highest amount of  fines out of any other Metropolitan District Council in the UK across 15 bus lanes in the city.  

The majority of the fines were issued for Arundel Gate (northeast Bound) Near St Paul’s Place Service Rd, where a total of 65,946 Penalty Charge Notices were issued.

Bus gate on Middlewood Road was the second biggest culprit for bus lane fines in Sheffield, with 10,056 PCNs handed out in the last 12 months.

It is the fourth highest number of bus lane fines issued to motorists out of any other Metropolitan Council in the UK.

The number of Penalty Charge Notices (PCNs) issued by Coventry City Council amounts to at least £1,284,390 – providing drivers pay the minimum amount of £30.

The standard bus lane fine in the city is £60, but it is halved if the charge is paid within 14 days. If the PCN is not paid within 28 days, the charge goes up to £90.

The majority of the fines were issued for Hales Street junction with Burges, where a total of 27,141 Penalty Charge Notices were issued.

Hales Street (Whittle Arch) was the second biggest culprit for bus fines in Sheffield, with 10,056 PCNs handed out in the last 12 months.

Newcastle Council has issued 34,866 bus lane fines to motorists in the last 12 months, raking in at least £1 million.

The number of Penalty Charge Notices (PCNs) issued by Newcastle Upon Tyne City Council amounts to at least £1,045,980 – providing drivers pay the minimum amount of £30.

Newcastle City Council revealed that between April 6, 2023 and April 5, 2024, a total of 6,045 drivers failed to pay within 28 days – therefore, likely paid the hiked £90 fine.

The council was in the top 10 Metropolitan District Councils to issue the most bus lane fines in the UK, across 10 bus lanes in the city.

The majority of fines were issued for Westgate Road, where a total of 8,617 Penalty Charge Notices were issued. 

John Dobson Street northbound was the second biggest culprit for bus lane fines in Newcastle, with 6,504 PCNs handed out in the last 12 months.

Sandwell Borough Council

Sandwell Council has issued a total of 18,761 bus lane fines to motorists in the last 12 months, raking in at least half a million pounds. 

The staggering amount of fines were issued over just three bus lanes in the district.

The number of Penalty Charge Notices (PCNs) issued by Sandwell Borough Council amounts to at least £562,830 – providing drivers pay the minimum amount of £30.

The standard bus lane fine in the city is £60, but it is halved if the charge is paid within 14 days. If the PCN is not paid within 28 days, the charge goes up to £90.

Sandwell Council revealed that between April 6, 2023 and April 5, 2024, a total of 2,224 drivers failed to pay within 28 days – therefore, likely paid the hiked £90 fine.

The council was in the top 10 Metropolitan District Councils to issue the most bus lane fines in the UK – sitting among some densely-populated big cities.

The majority of fines were issued for Bus Gate on New Street in West Bromwich, where a total of 9,630 Penalty Charge Notices were issued.

Liverpool Council has issued 17,566 bus lane fines to motorists in the last 12 months, raking in at least half a million pounds.

The staggering amount of fines have been issued over just 2 bus lanes in the city.

The number of Penalty Charge Notices (PCNs) issued by Liverpool City Council amounts to at least £526,980 – providing drivers pay the minimum amount of £30.

Liverpool City Council revealed that between April 6, 2023 and April 5, 2024, a total of 4,689 drivers failed to pay within 28 days – therefore, likely paid the hiked £90 fine.

The majority of fines were issued for Ranelagh Street Bus Gate at Great Charlotte Street, where a total of 12,542 Penalty Charge Notices were issued. 

Lime Street Bus Link was the other city centre culprit, where the remaining fines were issued.

Doncaster Borough Council

Doncaster Council has issued a total of 13,444 bus lane fines to motorists in the last 12 months, raking in at least £400k.

The staggering amount of fines were issued over just six bus lanes in the district.

The number of Penalty Charge Notices (PCNs) issued by Doncaster Borough Council amounts to at least £403,320 – providing drivers pay the minimum amount of £30.

Doncaster Council revealed that between April 6, 2023 and April 5, 2024, a total of 2,224 drivers failed to pay within 28 days – therefore, likely paid the hiked £90 fine.

The majority of fines were issued for Waterdale Bus Lane, where a total of 7,355 Penalty Charge Notices were issued.

North Bridge Road was the second biggest culprit for bus lane fines in Doncaster, with 2,777 PCNs handed out in the last 12 months.
